Under this scheme, candidates will receive comprehensive pre-recruitment training, which includes physical fitness preparation, written examination coaching (focusing on subjects like general knowledge, mathematics, and English), and personality development guidance. Training centers will be established at divisional levels, and the entire program will be overseen by district sports and youth welfare officers. Support will also come from rural youth coordinators and departmental employees.

The program also allows hiring local experts outside government institutions, as decided by the Player-Coach Welfare Committee.
- Self-Financed Model: The program operates on a self-funded basis, with participants required to pay a monthly training fee. The training fee structure will be determined by the Player-Coach Welfare Committee, which is responsible for managing the program’s sports infrastructure.
Eligibility and Qualifications
To ensure high-quality training, specific eligibility criteria have been set for the trainers and instructors involved in the program:
- Physical Training Instructors: Must have professional qualifications such as BPED/BPE or an NIS diploma and should be state-level athletes.
